This railroad, originally known as The Colorado Springs & Cripple Creek District Railway ( “The Short Line to Cripple Creek”), was purchased by a concern headed by A. E. Carlton, with Spencer Penrose, Charles Tutt, E. S. Hartwell, Henry Blackmer, and others as investors. In 1920, after this Company was discontinued by the U.S. Government, Carlton resigned as president and focused his financial attention on the Cripple Creek Central Railroad; Spenrose Penrose resumed the preseidency of The Cripple Creek and Colorado Springs Railroad Company.
